New Document in Uşak Bağbaşı Solar Power Project! EIA Report Prepared After Court Ruling

(EXCLUSIVE REPORT) - The environmental assessment file for the solar energy investment in Bağbaşı village, under Uşak Central District, has been updated. The report, prepared in October 2026 on behalf of Uşak 1 Energy Production A.S., detailed the process followed after the Uşak Administrative Court issued a suspension of execution decision on September 17, 2026. The file noted that a "Positive EIA" decision, numbered 8839, was issued for the project on January 5, 2026, and that a lawsuit was filed against this action in the Uşak Administrative Court under case number 2026/81.

It was recorded that, following the court's suspension of execution, updates and additions were made to the report, taking into account the matters specified in the decision. It was stated that the new report was prepared in accordance with the Ministry of Environment, Urbanization and Climate Change's letter dated October 19, 2026, within the scope of Circular No. 2009/7. The presentation date of the report was indicated as October 23, 2026.

Project Owner and Parcel Information Included in the File

According to the report, the project was initially launched by TAYKAR Energy Production Marketing Trade AŞ and was subsequently taken over by Uşak 1 Energy Production AŞ. It was noted that the EPDK decision regarding the transfer of the production license was dated May 21, 2026, and the transfer letter confirming that the EIA decision remains valid for the new company was received on June 26, 2026. In the current file, the project site was defined as parcels 333, 334, 335, 336, and 337 of block 101 in Bağbaşı village. The area allocated for the solar power plant was indicated as 60.22 hectares, while the section designated for the electricity storage facility was recorded as 0.076 hectares. The project cost was listed in the report as 528 million TL.

Electrical Power Remained the Same, Panel and Storage Capacity Changed

The file separately detailed the project's initial technical specifications and the subsequent licensing amendments. It was noted that the power plant, initially designed with a mechanical capacity of 40 MWm and an electrical capacity of 40 MWe, was amended to increase its mechanical capacity to 59.9976 MWm. The electrical capacity was reported to have remained unchanged at 40 MWe.

According to the changes outlined in the report, the plan was revised to utilize 99,996 panels with a capacity of 600 W each, replacing the originally planned 80,000 panels of 500 W. The energy storage capacity was also increased from 40 MWh to 40.4684 MWh. The report stated that the battery technology was changed to lithium iron phosphate, and the annual electricity generation was raised from 80 million kilowatt-hours to 100 million kilowatt-hours. The report further noted that these amendments did not result in an expansion of the project site and that the Ministry's opinion regarding the capacity amendment would be re-obtained at the conclusion of the Environmental Impact Assessment (EIA) process.

Construction Was Nearly 95% Complete by the Time of the Court Ruling

The current status description in the report stated that construction operations were approximately 95 percent complete up to the suspension of execution decision dated September 17, 2026. According to the project party's statement reflected in the file, the installation of all 99,996 panels and 140 inverters had been completed. It was noted that the installation of a total of 18 transformer centers—10 on the storage side and 8 on the solar power plant side—along with cabling and infrastructure works had been finished. It was also reported that the rough construction of the security booth and administrative building had been completed. (SOURCE: ECED.CSB.GOV.TR)
