Romania: AFIR selects 60 solar projects over 1 MW worth 89 million euros across 26 counties

The Rural Investment Financing Agency (AFIR) has selected 60 solar projects exceeding 1 MW for the self-consumption of farms and food industry processors. The total public value of the selected projects is 89,033,526 euros, according to the final report published by the agency on November 3, 2026. Another 10 projects, with a public value of 14,212,709 euros, are listed in the report as ineligible.
The state aid scheme supports new power plants that generate electricity from renewable sources for the self-consumption of beneficiaries. Funding comes from the Modernization Fund, managed by the Ministry of Energy, while the scheme is administered by the Ministry of Agriculture and Rural Development (MADR) through AFIR.
Final report: 60 solar projects selected out of 70 submitted
The project submission session took place between June 15 and August 14, 2026, during which 70 projects were submitted for the component exceeding 1 MW. The total value, as communicated by AFIR on August 17, 2026, was 148,878,005 euros; the final report indicates a public value of 103,246,235 euros.
The 60 selected projects utilize 74% of the 120,000,000 euro allocation for this component, according to the editorial team's calculations. The difference from the full allocation is 30,966,474 euros.
The support is 100% non-reimbursable, with a cap of 550,000 euros per megawatt for power plants exceeding 1 MW, as stated in AFIR's press release dated August 17, 2026. A beneficiary may submit multiple projects for different consumption sites, up to a limit of 20 million euros.

In terms of installed capacity, Ialomița leads with 24.07 MW, followed by Satu Mare with 18.59 MW from three projects, and Galați with 18.5 MW.
How large are they: 178.75 MW in total
The selected projects total 178.75 MW. The largest, located in Satu Mare, has a capacity of 12 MW and a public value of 6,360,000 euros. It is followed by a project in Bihor with a capacity of 9.98 MW, and one in Timiș with a capacity of 9.9 MW.
Five projects exceed 5 MW, while 29 have a capacity of at most 2 MW. According to calculations by the editorial team, the public value per megawatt ranges between 385,000 and 550,000 euros.
Ten ineligible projects from six counties
The ten unfunded projects are from Covasna (three), Vaslui (three), Prahova, Constanța, Dâmbovița, and Sibiu. All are listed in the report under the chapter on ineligible projects.
The reasons cited in the report include discrepancies between the general assembly resolution and the submitted project or budget, proof of land rights, and insufficient documentation for the estimated energy consumption. Other reasons include the applicant’s or legal representative’s tax or criminal record, tax obligations, and a withdrawal of the funding application.
