Four companies jointly invest in 9.149 trillion VND solar power project in Dak Lak

The People's Committee of Dak Lak Province has approved the investment policy and simultaneously approved four enterprises as investors for the Phase 1 Ea Sup Thuong Floating Solar Power Plant project. The project has a designed capacity of 452 MW and a total investment of over VND 9.149 trillion, with completion and operation expected no later than the fourth quarter of 2028.
The project will be implemented in Ea Sup and Ea Kiet communes, covering a total area of approximately 526.97 hectares. Of this, the water surface area of Ea Sup Thuong Lake is 523.868 hectares, and the land area is approximately 3.102 hectares. The operational lifespan of the facility is 50 years from the date of the decision on land allocation, land leasing, or change of land use purpose.
The four enterprises approved to jointly implement the project include IPC Construction Joint Stock Company, Tay Nguyen Infrastructure Construction and Development Joint Stock Company, SD Vietnam Construction Investment Joint Stock Company, and Ea Sup Investment Joint Stock Company. The total investment is approximately VND 9.14921 trillion, of which the investors' equity contribution is VND 1.829842 trillion, accounting for 20%, and the mobilized capital is approximately VND 7.319368 trillion, equivalent to 80%.
Under the investment plan, the solar panel system and inverters will be installed on floating platforms. The accompanying technical components include a 35 kV medium-voltage floating cable trench system, an integrated RMU step-up station, a 35/220 kV transformer station with a capacity of 2x250 MVA, an operations management building, and a battery energy storage system (BESS).
To transmit electricity to the grid, the project will construct a 220 kV double-circuit connection line approximately 6 km long, linking to the Krông Búk 500/220/110 kV transformer station. The project’s objective is to generate electricity from solar energy to serve power transmission and distribution operations.
The schedule for achieving the investment, construction, and operational milestones is 18 months from the date of the decision on land allocation, land leasing, or change of land use purpose. According to the plan, the plant must be completed and operational no later than the fourth quarter of 2028.

The Đắk Lắk Provincial People's Committee requires investors to complete the procedures to secure the project in accordance with regulations and as committed. In the event that the deposit is not paid or the guarantee for the deposit obligation is not provided as committed, the project may be terminated in accordance with point e, clause 2, Article 36 of the 2025 Investment Law.
Prior to implementation, the enterprises must complete procedures related to land, planning, construction, power, environment, forestry, irrigation, and technology; at the same time, they must meet the technical requirements for grid connection and capacity release. Investors are responsible if the project's capacity is not fully released.
Regarding the project implementation area, if natural forests are discovered, investors must adjust the location and exclude this area from the implementation scope. The project must also ensure the safety of the Ea Sup Thuong reservoir, without affecting water regulation operations or the operation of irrigation works.
In addition, prior to construction, the investor must conduct bomb and mine clearance and carry out compensation and land clearance in accordance with regulations. During the construction and operation phases, the enterprises are responsible for complying with requirements regarding environmental protection and cultural heritage; if any surface or subsurface heritage is discovered, they must immediately report it to the local authorities and competent agencies.
The investors must also ensure transportation connectivity, support the maintenance, repair, and remediation of any damage to transportation infrastructure arising during the project implementation, and ensure that the safe travel of residents in the area is not affected.
