Andalusia exhausted its one-day budget for home solar panels with battery storage, while the subsidy for home insulation, covering up to 65%, remains open

The funding line for installing solar panels with battery storage in Andalusian homes was open for only one day. The Andalusian Energy Agency began accepting applications on October 22, 2026. The following day, the Official Gazette of the Junta de Andalucía (BOJA) published the suspension of new applications due to the exhaustion of the budget.
The program to which this line belongs, funded with 20.77 million euros from European Regional Development Fund (ERDF) resources, has not been fully closed. The component aimed at improving the energy efficiency of private residential buildings and homes continues to accept applications, offering a 50% subsidy for individuals that can reach up to 65%. Applications are accepted until September 30, 2027, or until the funds are exhausted.
400 projects in one day
According to a statement published by the Agency on October 23, the call received “a high number of applications.” These were submitted primarily by individuals, but also by companies and local councils. Between the solar line and the line for non-residential public buildings, the other line that has been suspended, the total number of projects exceeds 400.
The official catalog of the program allocated 3,750,500 euros for the solar line for individuals and 2,019,500 euros for self-employed individuals and companies. This amounts to approximately 5.77 million euros in a region where shared self-consumption in Andalusia has already exceeded the power target planned for 2026.
The Agency will now process the applications “in strict order of receipt,” as the program is managed on a non-competitive basis. Projects are not compared against each other, and each grant depends on the availability of remaining budget.
The battery was no longer optional
According to the call for applications, each self-consumption photovoltaic installation was required to include a battery. Its capacity could not exceed 5 kWh for each kW of incentivized power, and 75% of the energy stored over a one-year period had to come from those solar panels. This is the trend that explains why an increasing number of households are installing batteries alongside their solar panels.
Households without economic activity were also not permitted to receive payment for surplus electricity fed into the grid. Fundamentally, the goal is to consume the energy generated by rooftop systems within the home, including at night.
With a minimum subsidy of 6,000 euros at a 55% rate, the investment had to amount to at least approximately 10,900 euros. The agency itself acknowledged that it aimed to reward the “most ambitious energy-related measures.”
Up to 10 additional points of assistance
For individuals, self-employed workers, micro-enterprises, and small businesses, the solar aid stood at 55%. Medium-sized enterprises started at 45%, and large enterprises at 35%.
All applicants could add up to 10 additional points, for example, if an Andalusian energy community was involved, if the self-consumption was collective, or if the work was carried out by an energy services company. The same applied in towns facing demographic challenges (those experiencing population loss), bringing the total to 65%.
Additionally, a prior energy audit was required, conducted by a provider from the official list of the IDAE. Simply calling the local installer was not sufficient.
Insulating the home remains subsidized
The line for energy efficiency in private residential homes and buildings remains open and, according to the Agency, has received “significant uptake.” It covers the insulation of facades, roofs, or ceilings, new windows, awnings, or blinds. It also covers heating, hot water, or lighting, precisely what is needed to combat the sticky heat of the Andalusian summer.
The work must improve the energy rating by at least one letter and reduce the consumption of non-renewable energy and CO2 emissions. An energy certificate registered within the previous three months is required. If renewables such as air-source heat pumps in homes or biomass are included, they cannot exceed 50% of the investment.
According to the catalog, this part has a budget of 7,151,656 euros for individuals and 3,850,891 euros for companies and self-employed workers. In the notice opening the application period, the Agency sets a minimum incentive of 10,000 euros for these works.
Works already underway and advance payments
Individuals without economic activity can apply for the aid for works initiated after May 1, 2025. However, the construction must not be completed at the time of submitting the application. Other beneficiaries must not have incurred any expenses before applying.
When the aid exceeds 15,000 euros, an advance of 15% without guarantee or 40% with a bank guarantee can be claimed. A partial payment of up to 50% is also possible after justifying half of the investment. For many families, this advance weighs as heavily as the percentage itself.
The 400 people awaiting a response
The Agency has not specified how many applications were submitted under each closed funding line or the total amount requested. It has also not indicated whether additional funds will be made available for home batteries, which many residents of Andalusia are likely to be waiting for.
It is also unknown how much remains in the efficiency funding line. What is clear, however, is that in these calls for proposals, applying early is almost as important as having a strong project.
The official notice regarding the closure of the solar funding line was published on the website of the Andalusian Energy Agency.
Frequently asked questions
Why did the Andalusian Energy Agency suspend new applications for home solar panels with battery storage on October 23, 2026?
The agency suspended applications because the budget for that specific funding line was exhausted within one day of opening. The Official Gazette of the Junta de Andalucía published the suspension notice the day after applications began on October 22.
What is the maximum subsidy percentage available for home insulation under the Andalusian energy efficiency program that remains open until 2027?
Individuals can receive a subsidy of up to 65% for improving the energy efficiency of their homes. This funding line, part of a 20.77 million euro program, continues to accept applications until September 30, 2027, or until funds run out.
How many total projects were submitted for the suspended Andalusian solar and public building lines in the first day of the call?
The total number of projects submitted exceeded 400 across the suspended solar and non-residential public building lines. Applications came from individuals, companies, and local councils, prompting the agency to halt new submissions due to budget exhaustion.
