Vietnam: Hanoi Spends 158.76 Billion VND to Support Residents in Installing Rooftop Solar Power

Each household in Hanoi will receive support ranging from a minimum of 1 million VND to a maximum of 6 million VND to install rooftop solar power systems. The total estimated support budget for the 2026-2030 period is approximately 158.76 billion VND, sourced from the city’s targeted supplementary budget allocated to the district-level budget.
This is the content recently approved by the Hanoi People’s Council in the Resolution “Regulations on Support Policies for Households Installing Self-Produced, Self-Consumed Rooftop Solar Power Systems and Energy Storage Systems in Hanoi.” The policy will be implemented from the effective date of the resolution until December 31, 2030.
According to the approved content, rooftop solar power systems with a minimum capacity of 1 kWp will receive support of 1 million VND per kWp, with a maximum of 3 million VND. In cases where an integrated energy storage system with a minimum capacity of 1 kWh is installed, households will receive an additional 1 million VND per kWh, with a maximum of 3 million VND. The total maximum support for both systems is 6 million VND.

The support is intended for households with standalone houses in Hanoi that install systems meeting the prescribed conditions. Each standalone house is eligible for support only once during the effective period of the resolution.
Households must complete the notification or registration procedures for power source development where required by law, and commit to maintaining and operating the system for a minimum of three years from the date of receiving the support funds.
The People's Committee at the commune level is the authority responsible for processing applications and approving the support funds. The implementation budget is allocated annually from the city budget as a targeted supplement to the commune-level budget.

According to a representative of EVN Hanoi, installing rooftop solar power systems offers numerous benefits and practical value over the long term, particularly for households with high electricity consumption needs.
First, it saves on monthly household electricity costs. Instead of relying entirely on the grid, households can harness solar energy to power appliances such as air conditioners, refrigerators, washing machines, water heaters, and other electrical devices.
Second, it ensures energy autonomy through battery storage solutions. When a rooftop solar system is paired with a battery, the electricity generated during sunny periods but not immediately consumed can be stored to meet household needs in the evening.
This solution allows households to flexibly allocate power across different times of the day, increasing the self-consumption rate of solar electricity and reducing dependence on the grid. For systems designed with appropriate backup power functions, certain essential devices can continue to operate during grid outages.
In addition, rooftop solar power leverages the existing roof area of buildings to generate renewable energy, contributing to emission reduction, environmental protection, and sustainable development goals.
