Quang Ngai Promotes Rooftop Solar Power Development

Rooftop solar power is growing rapidly
In an interview with a reporter from the Industry and Trade Newspaper, Nguyen Thanh Man, Director of the Department of Industry and Trade of Quang Ngai Province, stated that the installation of rooftop solar power systems in the province has recorded significant development. By the end of October 2026, a total of 3,641 organizations and individuals across the province had installed rooftop solar power systems with a total capacity of 437.11 MWp.
Among these, 2,759 organizations and individuals with a total capacity of 323.9 MWp are subject to feed-in tariff (FIT) pricing when selling surplus electricity. In addition, 882 organizations and individuals have installed self-consumption rooftop solar power systems with a total capacity of 69.9 MWp and a battery storage capacity of 6.74 MWh.
Regarding the household sector, by the end of October 2026, a total of 2,901 households across the province had installed rooftop solar power systems with a total capacity of 49.43 MWp. Of these, 2,193 households with a total capacity of 43.59 MWp are subject to FIT pricing when selling surplus electricity; 708 households have installed self-consumption rooftop solar power systems with a total capacity of 5.84 MWp and a battery storage capacity of 6.74 MWh.
In industrial zones and industrial clusters across the province, 80 enterprises have installed rooftop solar power systems within 17 industrial zones and clusters, with a total capacity of 99.75 MWp. Among these, 22 rooftop solar power systems operate on a self-generation, self-consumption basis, with a total capacity of 56.76 MWp.
Specifically, in Ly Son Special Zone, by the end of October 2026, the Be Island area has invested in two self-generation, self-consumption rooftop solar power systems with a total capacity of 207 kWp, serving the electricity needs of households on the island.
Regarding management and guidance on power source development, in accordance with Government Decree No. 58/2025/ND-CP dated March 3, 2025, as amended and supplemented by Decree No. 243/2026/ND-CP, the Department of Industry and Trade has coordinated with Quang Ngai Electric Power Company to guide residents and enterprises in completing the procedures for notifying and registering the development of self-generation, self-consumption rooftop solar power systems.
As of October 31, 2026, the Department of Industry and Trade has received notifications and issued certificates for the registration of self-generated, self-consumed rooftop solar power sources for 204 cases, with a total capacity of 71.9 MWp. Among these, 20 certificates with a total capacity of 61 MWp were issued to enterprises in the Dung Quat Economic Zone and the VSIP, Tinh Phong, and Quang Phu industrial zones, according to Mr. Man.
Developing policies to support households
According to Nguyen Thanh Man, the total rooftop solar power capacity connected to the national power grid, as allocated under the power development plan and the implementation plan for the province for the 2025–2030 period, is 146 MW. However, to date, only 2.48 MW has been counted toward the allocated capacity.
In light of the fact that the rooftop solar power capacity counted toward the planned allocation remains low compared to the total installed capacity, the Quang Ngai Department of Industry and Trade has identified the need to promote the development of this power source in the direction of self-generation and self-consumption, while simultaneously maximizing the use of the 146 MW allocated under the plan.
“One of the solutions being implemented by the province is the development of policies to support households in investing in rooftop solar power systems combined with energy storage. Currently, the Department of Industry and Trade is organizing the collection of feedback on the draft Resolution stipulating policies to support households in installing rooftop solar power systems for self-generation, self-consumption, and energy storage systems within the province for the 2027–2030 period,” said Man.
According to the plan, the Department of Industry and Trade is expected to finalize the draft and advise the Provincial People's Committee to report to the Provincial People's Council for consideration and issuance in December 2026.
At a recent meeting of the Steering Committee for promoting power and renewable energy development in the province (November 2), Tran Phuoc Hien, Deputy Chairman of the Quang Ngai Provincial People's Committee, assessed that the adoption rate of rooftop solar power in state agencies within the province remains low. Therefore, state agencies must take the lead in implementing the installation and use of this energy source.
The Deputy Chairman of the Provincial People's Committee requested enhanced publicity and encouragement for manufacturing enterprises in industrial zones, industrial clusters, and households to invest in installing rooftop solar power systems.
At the same time, the Department of Industry and Trade was directed to promptly finalize the draft resolution on support policies for households installing rooftop solar power systems for self-production, self-consumption, and energy storage for the 2027–2030 period, and to submit it to the Provincial People's Committee as planned.
In parallel, the Department of Industry and Trade, in coordination with local authorities and Quang Ngai Power Company, will continue to guide and facilitate organizations, individuals, households, and enterprises in completing the required notification and registration procedures for power source development. Efforts will also be intensified to ensure that residents and businesses fully understand the policies and actively participate in the development of rooftop solar power.
Quảng Ngãi has 3,641 organizations and individuals who have installed rooftop solar power systems, with a total capacity of 437.11 MWp as of the end of October 2026. Among them, 2,901 households have installed systems with a total capacity of 49.43 MWp.
