Spain: Andalusian Health Service Awards Contract for 4.78 MW Solar PV Technical Office at 80 Facilities

The Andalusian Health Service (SAS) has published the tender for the design of projects, technical direction, and health and safety coordination for the installation of self-consumption solar photovoltaic systems at 80 healthcare centers in the province of Jaén. This initiative is 85% co-financed by the European Regional Development Fund (ERDF) 2021-2027.

The contract has a total tender budget of 474,498.05 euros, including VAT. The deadline for submitting bids is November 13. This is an open procedure with ordinary processing. The total projected photovoltaic capacity across the 80 lots amounts to approximately 4.78 MWp.

The initiative covers hospitals, health centers, and local clinics distributed across eleven groups and six independent lots. The objective is to develop construction projects and provide technical direction for future photovoltaic installations aimed at reducing the energy consumption of the public Andalusian healthcare network through renewable self-consumption.

The most economically significant project is the Alto Guadalquivir Hospital in Andújar, which will feature a planned photovoltaic capacity of 800.25 kWp and an estimated annual production of 1,296,192 kWh. The budget allocated for project design and technical supervision amounts to 141,639.36 euros, while the future installation is estimated to cost 2.02 million euros.

The second largest project is planned for the Sierra de Segura High-Resolution Hospital in Puente de Génave, with a planned installed capacity of 453.2 kWp and an annual generation of 698,280 kWh. The engineering contract is put out to tender for 46,796.75 euros.

Other notable projects include the San Agustín Hospital in Linares, with 430 kWp and an estimated annual production of 662,888 kWh, associated with a budget of 35,583.89 euros, and the Bulevar Health Center in the city of Jaén, where 254 kWp and an annual generation of 364,089 kWh are planned with a budget of 33,630.82 euros.

The Andalusian Health Service has tendered the contract for the technical office of a 4.78 MW PV system across 80 facilities.

The Northeastern Jaén Health Management Area includes eleven projects. The Sierra de Segura Hospital leads this block with 453.2 kWp and 698,280 kWh annually. Among the health centers, Baeza and Úbeda stand out, both with 62.7 kWp, as well as Villanueva del Arzobispo, where an existing 15 kWp photovoltaic installation, already legalized, is planned for expansion. Engineering budgets range between 1,458 and 3,356 euros for the health centers and reach 46,796 euros for the district hospital.

In the Northern Jaén Health Management Area, the San Agustín Hospital in Linares stands out with 430 kWp, the Bailén Nuevo Health Center with 95 kWp and 144,666 kWh annually, and the Andújar A Health Center, also with 95 kWp and similar production. The budgets associated with drafting and technical direction amount to 35,583.89 euros, 9,930.99 euros, and 11,896.50 euros, respectively.

The University Hospital Group of Jaén plans seven separate installations within the hospital complex. The Medical-Surgical Hospital will have a 100 kWp capacity and an estimated annual production of 155,100 kWh, followed by the Maternal and Child Hospital with 50 kWp, the Laundry with 40 kWp, the School of Nursing with 30 kWp, and the Diagnostic, Central Heating, and Emergency buildings. The budgets for engineering services range from 1,756 to 8,279 euros.

The tender also includes specific projects at the Neurotraumatological Hospital of Jaén, with a capacity of 154.98 kWp and an annual generation of 240,374 kWh; the Puerta de Andalucía Hospital with 38.88 kWp; and the Alcaudete High-Resolution Hospital with 49.3 kWp.

Within the Jaén Health District, the planned projects at the health centers in Martos, Torredonjimeno, Mengíbar, Torredelcampo, El Valle, San Felipe, Virgen de la Capilla, and La Magdalena are highlighted. Martos is the largest installation in this group, with a capacity of 156.1 kWp and an estimated annual production of 206,767 kWh, associated with a budget of 16,797.53 euros for the design and construction management.

The procurement documentation stipulates that all installations must be designed under a self-consumption model, incorporating advanced monitoring systems, integration with the energy management systems of the Andalusian Energy Agency, and tools for tracking production, self-consumption, economic savings, and emissions avoided.

Collectively, the program constitutes one of the largest photovoltaic planning initiatives driven by the Andalusian Health Service in the province of Jaén, benefiting more than eighty centers and projecting several megawatts of solar capacity to reduce the energy dependence of hospitals and primary care centers through distributed renewable generation.

Frequently asked questions

What is the total tender budget for the Andalusian Health Service's solar PV technical office contract in Jaén?

The total tender budget for the contract is 474,498.05 euros, including VAT. This funding supports the design and technical direction for solar installations across 80 healthcare centers in the province.

How much photovoltaic capacity is planned for the Alto Guadalquivir Hospital in Andújar under this new solar initiative?

The Alto Guadalquivir Hospital in Andújar is planned to feature a photovoltaic capacity of 800.25 kWp. This single site represents the most economically significant project within the broader 4.78 MWp program.

How does the 85% co-financing by the European Regional Development Fund impact the Andalusian Health Service's solar rollout?

The 85% co-financing by the ERDF 2021-2027 significantly reduces the direct financial burden on the public healthcare system. This support enables the deployment of distributed renewable generation to lower energy dependence across the network.
